As you are aware, the Eleventh Meeting of the Conference of the Parties to the Convention on the Conservation of Migratory Species of Wild Animals (CMS COP11) will take place from 4-9 November in Quito, Ecuador.
To ensure effective preparation for the upcoming COP, the CMS Secretariat, in collaboration with the Secretariat of the Pacific Regional Environment Programme,will jointly host a CMS COP11 Regional Preparatory and Negotiation Workshop in English from 18-20 August 2014, in Nadi, Fiji. These dates are part of a larger Pacific Regional Joint Preparatory Meeting of CMS, CBD and Ramsar held from 11-20 August 2014 at the same venue. This joint event aims to prepare Pacific Island countries for each respective Conference of the Parties and to bring common conservation issues to one table.
The CMS event, in particular, will cover several aspects of building the capacity of National Focal Points (NFPs). First and foremost, it will provide an opportunity for CMS Parties from the Pacific to have an overview of the issues and priorities for the region to be discussed at COP11. Beyond this, Pre-COP11 participants will be equipped with the necessary negotiation techniques and skills to be utilized in upcoming COPs as well as other environmental negotiations. And finally, the CMS Family Manual and e-community platform will be discussed as the new capacity building tools for NFPs.

Preparation for the upcoming CMS Pre-COP11 Workshop through the e-community platform
In order to progress and facilitate the preparation for the next Pre-COP11 Workshop to be held in Nadi, Fiji from 18 to 20 August 2014, the UNEP/CMS Secretariat promotes interactive use of this electronic platform as a medium of discussion and information exchange for National Focal Points (NFPs).
So if you have not done so already, we kindly request you to register on the e-community portal to fully profit from this capacity building tool.
This means that NFPs familiarize themselves beforehand with the documents and analyse them according to a series of weekly drafted questions to be discussed on this platform. By doing so, they increase their capacity and the outcome of the workshop will be much more effective.
We strongly recommend you to revise the documents that will be uploaded on a weekly basis on the e-community platform under ‘training events’ pre-COP11 Workshop for your region, as they will be discussed in detail later on during the pre-COP workshop.
Proposals to Amend the CMS Appendices (UNEP/CMS/ScC18/Doc.7.2)
In accordance with the list in article 11 of the Convention, the governments of Costa Rica, Ecuador, Egypt, Etiopia, Fiji, Philippines, Kenya, Monaco, Mongolia, Niger, Norway, Paraguay, Senegal and the European Union and its 28 Member States, present amendment proposals to Appendices I and II of the Convention for consideration by the Conference of the Parties at its 11th meeting (COP11).
In this document the amendment proposals to the Appendices of the Convention are summarised for consideration by the Conference of the Parties at its 11th meeting (COP11). The full text of all statements of support is available to the Scientific Council at its 18th session as a separate document.
The species considered in the proposals can be found in the table presented in Annex 1 of the document http://www.cms.int/sites/default/files/document/Doc_7_2_Proposals_to_Amend_the_CMS_Appendices_S_0.pdftogether with the Parties that suggested this amendment.
Kindly analyse and discuss the following questions with the other NFPs on the e-community forum:
(a) Which are the proposed amendments of the Appendices?
(b) What is your perception for the COP11 in regard to the approval or rejection of proposals? and
(c) Which steps is your country willing to take as a member of CMS if these species (within the range of distribution) are approved by the Conference of the Parties?
